As President of TCDB Mgmt. Group, Inc. (TCDB), I am responsible to oversee all administrative aspects of the construction company while delegating the responsibilities for specific industry disciplines and corresponding field work to key personnel engaged from time to time on an as needed basis. Currently with my team of construction professionals with over 30+ years of experience in the industry, we offer professional Owner’s Rep. and Project Management oversight services from predevelopment, preconstruction proposals to substantial/final completion of gut rehabs, capital improvement projects, local law 11 work of affordable housing complexes in multifamily mid and high rises in the NYC metropolitan area. We also oversee environmental remediation and restoration projects for lead, mold and asbestos. We work directly with various real estate management companies, building owners, and provide B to B (Business to Business) services to other small businesses in need of our expertise.

Director
of Construction
Has over Thirty-five years of
experience in the construction and real estate development industry and is a former Director of Construction for a nationally known non-profit. He has also been an Owner’s rep and a senior program manager for several general contracting firms prior to the formation of TCDB.

Mr. Montana, a lifelong New Yorker, owned and operated a private GC firm for over twenty years in the NY metropolitan area. He has extensive experience working on Agency funded NYC, NYS and Federal projects to include, but not limited to, the Newark and New York Housing Authorities (NYCHA), School Construction Authority (SCA) NYC HPD, NYSHCR, Port Authority (PA)
Army Corps of Engineers, General Services Administration (GSA), and has completed projects on various U.S. Armed Forces Facilities on the East Coast. He has overseen countless gut rehabs, environmental remediation and restorations of mid-rise and high-rise properties owned and/or managed by multiple NYC real estate management firms in the Bronx, Far Rockaway and downtown Brooklyn. He has delivered projects ranging from complicated data centers, multi-family gut rehabs, ground up mid-rise new construction to HDC tenant-in-place capital improvements.
Mr. Montana is a Professional Project Manager (PMP) with solid field experience and a proven track record of delivering projects on time and within budget. He is currently Owner’s Rep. at Esplanade Gardens of their HDC Capital Improvement Work and a current member in good standing of PMI (Project Manager Institute). Mr. Montana is OSHA certified with various Construction Site Safety certifications. Mr. Montana also is a certified ACB (Advanced Communicator Bronze) with Toastmasters International.

New Development
Has has over Twenty-five years’ experience in the construction and real estate development industry. In addition to his responsibilities with TCDB Mgmt., Inc., he is a Principal in Top Craft Design Build Group, Russo Interior Design Services (West Palm Beach), and Top Craft Plumbing Heating Cooling. Mr. Wise is a lifelong native New Yorker. Mr. Wise daily responsibilities include overseeing operations of the GC firm specializing in Custom Estate Homes, Tear Down Rebuilds, and all phases of construction as well as residential and commercial plumbing, heating, and cooling businesses.
Mr. Wise has extensive experience working with New York HPD projects, nonprofit NYC projects as well as all forms of ground up and tear down rebuild projects in the tri state Area. His Companies have built over one hundred hi end luxury homes and completed countless GC and construction
projects.
Prior to entering the construction industry, Mr. Wise held various positions of CEO, President, CFO
and executive VP for a number of billion-dollar public and private companies with sales over 1 billion and staffs numbering in the tens of thousands. Mr. Wise also has extensive experience in turning around poor performing companies on behalf of Banks and/or accounting firms. Mr. Wise
holds degrees in Electrical Engineering, BS in Management/ Finance and Accounting as well as a Master’s in Business and Finance.
Kevin Gelenius

Director of MEP
Has over Thirty-three years’ experience in all phases of
mechanical construction projects and is currently a Principal in Top Craft Design Build Group and
Top Craft Plumbing Heating Cooling. Mr. Gelenius is a lifelong New Jersey resident. He currently co-owns and oversees the daily operations of all of the Mechanical Divisions of Top Craft Design Build Group.
Mr. Gelenius has extensive experience in commercial and residential mechanical design and build ranging from single family, high rise and commercial establishments in the tri-state area.
Mr. Gelenius holds licenses as a Master Plumber and electrician since 1985, as well as, HVAC registrations, and is a Certified Kohler Master Rep. Top Craft Design Build Group Holds the following

Joe Mazzurco

Safety Management
Has over Thirty-five years of experience in Construction Site Safety, Fire Safety and Environmental Services and currently is a consultant and trainer to many nationally known companies. Mr. Mazzurco is a former owner of a Safety/Training and Consulting firm for over twenty years before joining TCDB. He is responsible for training of all OSHA (29 CFR) regulatory compliance
courses such as Hazwoper, Confined Space, Lock-out Tag-out, Process Safety, First
Aid/CPR/Bloodborne Pathogens, Excavation, Scaffolding, OSHA Construction Outreach 10/30 Hour. He also can provide training for 40 and 49 CFR for EPA Resource
Conservation and Recovery Act (RCRA) and DOT Docket 126F Hazardous Material
Training. He provides Gas detection services monitoring for hazardous conditions at
specific job sites, Site or facility inspections to ensure OSHA compliance. He authors
Company specific and site-specific safety manuals and HASPs (Health and Safety
Plans). He performs Workplace Safety & Loss Audits for clients, as per NYS Code Rule
59 and has performed work at United States Military Academy West Point NY since 1994.
He is a prior member of the American Society of Safety Engineers and a current
affiliate of the American Society of Concrete Construction.
